Authority suspends seven officials for irregularities in scheme’s approval and oversight

RAWALPINDI:

The Rawalpindi Development Authority (RDA) has embarked upon stringent action against unlawful practices within the University Town Housing Scheme. In order to assume administrative control of the project and redress the grievances of allottees, the Authority has established a dedicated complaints cell and constituted committees to undertake a thorough audit of the scheme.

The RDA had previously determined that the project’s approval process had contravened statutory requirements and involved irregular conduct; consequently, a Deputy Director and six other officials have been suspended.

Acting on the directives of the Secretary for Housing, Urban Development, and Public Health Engineering, Noorul Amin Mengal, and under the oversight of the RDA’s Director-General, Kinza Murtaza, the Authority has initiated rigorous compliance measures to curb the illicit activities being carried out within the University Town Housing Scheme.

The RDA’s Chief Planner has issued a formal notice to the owner of the scheme, Jamil Khan, instructing him to immediately relinquish administrative control, management responsibilities, and all relevant documentation to the Authority. The letter states that failure to comply will empower the RDA to assume control of the scheme in accordance with the prevailing laws.

In addition, DG Murtaza has established a dedicated complaint registration cell for all matters pertaining to University Town. This unit will receive, acknowledge, and ensure the timely processing of complaints submitted by allottees, residents, applicants, and members of the general public.

Following a comprehensive review of the scheme’s affairs, the RDA has issued letters to M/s University Town (Pvt) Ltd, the Chief Planner, the Directors of Town Planning and Land, the Deputy Directors of Town Planning, IT, and Estate Management. As part of disciplinary proceedings, three RDA officers, two superintendents, and a draftsman have been suspended for their failure to prevent the scheme’s administration from engaging in unlawful activities and for not ensuring the effective enforcement of the Authority’s regulatory mandate.

Furthermore, the DG has constituted a committee to conduct an exhaustive technical and financial audit of M/s University Town (Pvt) Ltd.
